President Xi Jinping's Congratulatory Letter Has Injected More Certainty into the Global Energy Market

All parties will thoroughly implement the spirit of the congratulatory letter, continuously consolidate the comprehensive energy partnership between China and Russia, and continuously bring benefits to the people of both countries and the world.

The China-Russia Energy Business Forum was initiated and established by the heads of the two countries, and has always received high attention and personal guidance from both heads of state. On the same day, Russian President Putin also sent a congratulatory letter to the forum.

"Thank you sincerely for the support of the two heads of state for our forum. Also, we are grateful for their continuous personal attention to the issues in the development of bilateral energy cooperation." China has established the world's largest and fastest-growing renewable energy system, possesses the most complete new energy industrial chain globally, and is also one of the countries with the fastest reduction in energy consumption intensity. The deepening of energy cooperation between Russia and China not only benefits the two countries, but also injects crucial stability and certainty into the turbulent and changing global energy market, playing an indispensable and important role in maintaining world energy security and promoting the improvement of the global energy governance system.

The congratulatory letters from the heads of the two countries have given us great confidence in the steady advancement of bilateral energy cooperation. At present, the two countries have established a comprehensive, multi-level and regularized communication mechanism, which provides strong support for the communication of various issues and the advancement of projects in energy cooperation, and also lays a solid foundation for the coordinated development in multiple fields such as oil and gas, nuclear energy and renewable energy between the two sides.

To establish a fair, just, balanced and inclusive global energy governance system, China is an active advocate and a practical practitioner. In the face of the highly globalized feature of the industrial chain and supply chain, China has dialectically understood the self-reliance and self-strengthening of energy technology and the international cooperation relationship, expanded and deepened joint scientific research between China and other countries, strengthened global energy technology cooperation, and helped enhance the resilience of the global energy industrial chain and supply chain.

Over the past year, the export of wind power and photovoltaic products has helped reduce global carbon emissions by approximately 2.65 billion tons. In the future, we will continue to deeply participate in global and regional energy governance, and contribute China's strength to the global energy transition.

Both sides can jointly build an independently controllable trading and pricing platform, forming a more credible and more closely aligned price reference system that better reflects the actual situation of the global energy market. This will not only provide a solid and secure barrier for the Russian-Chinese energy trade but also offer diverse and inclusive paths for all countries to participate in energy cooperation.

At present, the photovoltaic industry is an important component of China's strategic emerging industries and an important force driving energy transformation and achieving green development. The photovoltaic industry is entering a new stage of in-depth adjustment and transformation and upgrading. Facing the complex and changeable situation of international trade barriers, it is confronted with many challenges.

This year marks the conclusion of the "14th Five-Year Plan" and also the year for formulating the blueprint for the "15th Five-Year Plan". With the accelerated advancement of the construction of the new power system, the continuous deepening of energy structure adjustment, and the continuous deepening of technological innovation and industrial structure optimization, China's photovoltaic industry is bound to have a broader development space. With the dual support of policy incentives and market-driven forces, China's photovoltaic industry is expected to break through the current development predicament and move towards a new stage of higher quality and more sustainable development.
